耐震設計審査指針の改訂（2006年9月）の前に、指針の内容や適用条件について原子力安全委員会、原子力安全・保安院、電力会社が裏交渉していた記録。
福島第一原発のような古い原発の安全性を、改訂した耐震指針に照らして見直すこと（バックチェック）に保安院や電力会社が抵抗していた様子や、耐震指針の内容に電力会社が細かく口を挟んでいたことがわかる。
興味深い資料の一つは、以下の③に含まれる平成16年3月9日 打合せ資料
この最初にある「耐震設計審査指針の高度化に係る検討経緯について」は、この分野の取材をする人は読んでおいた方がいいだろう。p.3にはこんな記述もある。
（４）安全信頼性の向上
直下地震、考慮すべき活断層、地震動評価法、上下動評価法、津波など世間の注目を浴びている項目の検討。これらは具体的設計要件であり、指針が性能規定化されれば民間規格で規定すべき項目と考えられるが、規制強化につながりやすく、最悪の場合、既設プラントの運転継続に多大な影響がある。関係者の最大の関心事であり、現段階でほぼおとしどころが詰められている。

耐震設計審査指針の改訂（2006年9月）の前に、指針の内容や適用条件について原子力安全委員会、原子力安全・保安院、電力会社が裏交渉していた記録。
福島第一原発のような古い原発の安全性を、改訂した耐震指針に照らして見直すこと（バックチェック）に保安院や電力会社が抵抗していた様子や、耐震指針の内容に電力会社が細かく口を挟んでいたことがわかる。
興味深い資料の一つは、以下の③に含まれる平成16年3月9日 打合せ資料
この最初にある「耐震設計審査指針の高度化に係る検討経緯について」は、この分野の取材をする人は読んでおいた方がいいだろう。p.3にはこんな記述もある。
（４）安全信頼性の向上
直下地震、考慮すべき活断層、地震動評価法、上下動評価法、津波など世間の注目を浴びている項目の検討。これらは具体的設計要件であり、指針が性能規定化されれば民間規格で規定すべき項目と考えられるが、規制強化につながりやすく、最悪の場合、既設プラントの運転継続に多大な影響がある。関係者の最大の関心事であり、現段階でほぼおとしどころが詰められている。
